Josh Richards

Josh Richards (LinkedIn – Bluesky) is Chief Commercial Officer and U.S. Head of Legal at Pacific Peering, where he leads deployment of the world’s first environmental sensors connected to deep-ocean subsea data cables. He serves on the United Nations Joint Task Force on SMART Subsea Cables, where he sits on the Steering Committee and chairs the Business Development Committee.

Richards is Policy Director of the Alliance for American Leadership and Director of its AI Working Group, and Co-Chair of AI2030’s Public Sector Working Group on AI. He is a Security Fellow with the Truman National Security Project, a Tech Policy Fellow with the Aspen Institute, and a Senior Fellow with AI2030. Earlier in his career, he served in policy and legal roles at the Pentagon, the U.S. Department of Justice, and the U.S. House of Representatives Committee on Science, Space, and Technology.

Richards has a JD from The George Washington University Law School, an MBA from National Chiao Tung University in Taiwan, and a BS in Computer Information Systems from the University of Maryland, Baltimore County.
