Jane Munga (LinkedInSubstackX) is a Fellow in the Africa Program at the Carnegie Endowment for International Peace, where she focuses on Africa’s digital transformation, AI governance, and technology policy. She leads research on the Africa Technology Policy Tracker, a continent-wide aggregate of digital economy laws, policies, and regulations in Africa.

Previously, Jane served as an Advisor to the Government of Kenya in the Office of the Cabinet Secretary for Information Communication and Technology. She is an active contributor to global digital governance, including as a member of the International Advisory Body on Submarine Cable Resilience, established by the International Telecommunication Union in collaboration with the International Cable Protection Committee. She also served as a senior advisor to both the 2025 and 2026 International Artificial Intelligence Safety Reports.
