Dr. Elizabeth “Libby” Turpen is the President of Octant Associates, LLC, and an adjunct at the Institute for Defense Analyses. Prior to co-founding Octant, she worked at Booz Allen Hamilton, where she provided nuclear policy and technical expertise to clients at DHS, DOE and DOD.  Previously, Libby was a Senior Associate at the Stimson Center, where she spearheaded programs focused on nonproliferation policy and congressional education. Dr. Turpen also served in the Office of Senator Pete V. Domenici as a legislative assistant for defense, nonproliferation and foreign affairs. Dr. Turpen holds a PhD from the Fletcher School of Global Affairs at Tufts University.
