Noah Tan (Bluesky – LinkedInX) is the James C. Gaither Junior Fellow for the Technology and International Affairs Program at the Carnegie Endowment for International Peace, where he focuses on the geopolitics of AI, export controls, and international technology competition. His work has appeared in outlets including Lawfare, AI Frontiers, and The Beiruter, and he is the author of Rules of Engagement, a Substack covering international security issues. Previously, Noah was a research affiliate at Stanford’s Center for International Security and Cooperation and the Hoover Institution, where he worked on international security and economic statecraft. Noah holds a B.A. in International Relations with Honors and Distinction from Stanford University, is a member of the 11th cohort of Schwarzman Scholars, and will subsequently pursue his J.D. at Harvard Law School.
