Rob Shriver (Bluesky – LinkedIn) is the Managing Director of Civil Service Strong and Good Government Initiatives at Democracy Forward. Rob’s career is highlighted by roles in leadership, policy and program development, and operations. Rob served in the Obama and Biden Administrations at the U.S. Office of Personnel Management (OPM), including as OPM’s Deputy Director (2022) and Acting Director (2024). Outside of OPM, Rob has worked in state government and private sector IT, and he began his career as a lawyer at the National Treasury Employees Union. Rob is a graduate of Virginia Tech and the George Washington University Law School.
