Michelle Reyes Milk (X – Linkedin – Bluesky) is Senior Counsel in the International Justice Program at Human Rights Watch. A Peruvian-American lawyer, she specializes in international criminal law, international humanitarian law, and international human rights law. Prior to joining Human Rights Watch, she served as Regional Coordinator for the Americas at the Coalition for the International Criminal Court (CICC), leading advocacy and engagement on Rome Statute issues throughout the Americas and beyond. She teaches international criminal law and human rights at the Pontifical Catholic University of Peru and regularly writes and speaks on international justice, accountability for atrocity crimes, and related issues.
