Russell Miller is the J.B. Stombock Professor of Law at the Washington & Lee University School of Law. His research and teaching focus on public law topics, especially public international law and comparative constitutional law. He is the co-editor (with Rebecca Bratspies) of the book Transboundary Harm in International Law: Lessons from the Trail Smelter Arbitration (Cambridge University Press). He is a graduate of Washington State University (B.A.), Duke University (J.D./M.A.) and the Johann Wolfgang Goethe University – Frankfurt (LL.M.). He has bee a Fulbright and Schumann Fellow in Germany and was a 1999/2000 Robert Bosch Foundation Fellow to Germany.
