Brian McNamara

Dr. Brian McNamara (LinkedIn) is a Professor of Practice with Tulane University’s John Lewis Public Administration Program. He is also a Senior Fellow with The Center for Ocean Policy and Economics, the Vice President for Advocacy with the International Association of Search and Rescue Coordinators, and the sole member and owner of Brian McNamara Law PLLC, a Virginia law firm focused on military law and maritime regulatory affairs. 

McNamara retired from the U.S. Coast Guard at the rank of Commander after more than 20 years on active duty. He served in a variety of operational, legal, and mission support positions, including teaching at the Maritime Law Enforcement Academy and leading the service’s maritime regulation practice group. 

McNamara holds a Ph.D. In Public Administration and Policy from Old Dominion University, a JD from William & Mary Law School, an LL.M. in Admiralty from Tulane Law School, and a BS from the U.S. Coast Guard Academy.
