Mark MacCarthy

Mark MacCarthy (LinkedIn) is a technology policy expert who writes frequently on issues related to AI policy and ethics, the internet, competition, and privacy. His previous government experience includes service as a professional staff member of the U.S. House Energy and Commerce Committee. In the private sector, he held senior executive leadership roles at Capital Cities/ABC, Visa, and the Software & Information Industry Association, shaping global government affairs strategy. He currently is adjunct professor of technology policy in the Communication, Culture and Technology Program at Georgetown University and a nonresident senior fellow in the Center for Technology Innovation at the Brookings Institution. He holds a doctorate in philosophy from Indiana University and a master’s in economics from Notre Dame. He is the author of Regulating Digital Industries: How Public Oversight Can Encourage Competition, Protect Privacy, and Ensure Free Speech (Brookings, 2023).
