David Evan Harris
David Evan Harris (LinkedIn) is a Chancellor’s Public Scholar at UC Berkeley and faculty member at the Haas School of Business. He has taught courses including AI Ethics for Leaders; AI Law & Governance; Tech Policy Design; Engineering Responsible Systems; AI in Society; and Scenario Planning. He has advised the White House, US Congress, European Union, United Nations, NATO, and the California, New York, Colorado and Utah Legislatures about tech policy. He led the drafting of the California AI Transparency Act of 2025 (AB 853), in close collaboration with the office of Assemblymember Buffy Wicks and the California Initiative for Technology and Democracy (CITED) team.
His writings and commentary have been featured in the Wall Street Journal, Washington Post, CNN, BBC, AP, Guardian, Bloomberg, and The Atlantic, among others. He was named to Business Insider’s AI 100 list in 2023. He is featured in the 2026 film, “The AI Doc.”
He is currently a Senior Advisor for AI & Elections at the Brennan Center for Justice, Senior Policy Advisor at CITED, and Senior Fellow at the Centre for International Governance Innovation. At Berkeley, he is an affiliated faculty member with the Center for Information Technology Research in the Interest of Society (CITRIS) and the Center for Latin American and Caribbean Studies.
He previously worked as a Research Manager at Meta (formerly Facebook) on the Responsible AI, Civic Integrity and Social Impact teams. Before that, he was a Research Director at the Institute for the Future and holds degrees from UC Berkeley and the University of São Paulo.
