Samir Goswami

Samir Goswami (LinkedIn) is the Director of Forced Labor Programs at Global Rights Compliance, where he works with multinational companies and policymakers to address forced labor risks in high-tech and critical-mineral supply chains. His work helps shape practical regulatory and corporate responses across the United States, United Kingdom, and European Union.

Previously, Samir served as a Deputy Assistant Administrator at the U.S. Agency for International Development, where he focused on expanding economic opportunity and strengthening accountability across global supply chains. He helped increase access to USAID contracts for small and disadvantaged businesses, contributing to more than $1 billion in small-business contracting in 2024, and supported ethics and oversight across the Agency’s grants and contracts portfolio. He also led early efforts to apply AI-driven supply-chain tools to improve traceability, strengthen labor standards, and reduce human rights risks in large procurement programs.

Samir has advised the International Labour Organization, OSCE, Ethical Trading Initiative, Humanity United, and Fortune 500 companies on human rights due diligence and policy design and has testified before the U.S. Congress on technology and human rights. He specializes in translating complex regulatory, labor, and technology challenges into clear, actionable strategies for organizations operating in high-risk environments.
