David Goddard

Lieutenant Commander David S. Goddard is a barrister and officer of the United Kingdom Royal Navy, currently assigned to the Stockton Center for the Study of International Law at the US Naval War College. He is studying for a PhD at the University of Exeter, examining the application of International Human Rights Law to maritime security operations.
