Melissa Bert is a maritime and international law and operations consultant and counsel with Lexpat Global Services, LLC. She retired from the U.S. Coast Guard in 2023, as a Rear Admiral and a Proctor in Admiralty. Her service began at sea and culminated in her the role as Chief Counsel and Judge Advocate General. She is the author of the book, “Smart on SASH: Driving Down the Risk and Consequences of Sexual Misconduct at Sea,” because compliance manuals and training videos don’t prepare you for 0300. She is a Life Member of the Council on Foreign Relations, Vice President of the Judge Advocates Association of America, and a contributor to the global maritime community.
