Representative Eliot Engel, the ranking Democratic member of the House Foreign Affairs Committee has prepared a draft authorization for use of military force (AUMF) against ISIL for discussion. The discussion draft is well timed, as Chairman of the Senate Foreign Relations Committee, Senator Bob Corker has convened a hearing on Tuesday entitled, “Reviewing Congressional Authorizations for the Use of Military Force.”
