Joel McCleary

Joel McCleary served as Deputy Assistant to the President during the Carter Administration. As president of the Sawyer-Miller Group he oversaw international strategic advisory work for fourteen prime ministers and presidents. Currently, he is Managing Partner of Four Seasons Ventures, which has conducted in-depth studies for the Department of Defense and Department of Homeland Security on biodefense. These studies reviewed the emergency powers of the President in the event of a pandemic or major biological weapons attack. McCleary worked on issues related to Presidential emergency powers with former Ambassador William G. Miller, who was Staff Director of the senate Special Committee on National Emergencies.  He is a graduate of Harvard University.
