Todd Huntley

Todd Huntley is the Director of the National Security Law Program and a Lecturer in Law at Georgetown University Law Center.

Todd retired from the U.S. Navy in 2020 after serving more than 23 years on active duty as a Judge Advocate General where he advised senior military and civilian leaders on national security and international law matters. His last assignment on active duty was as a professor at the U.S. Army’s Judge Advocate General’s Legal Center and School where he taught courses on Intelligence Law, Law of the Sea, and Cyber Law. He previously served as the Deputy Assistant Judge Advocate General of the Navy for National Security Law, the senior Navy attorney for national security law issues; as a legal advisor to Special Operations units, including two deployments to Afghanistan; as a Country Program Manager for the Defense Institute of International Legal Studies; and, as a prosecutor.

Todd has a B.A. in International Affairs and a J.D. from the University of Cincinnati, as well as an M.A. in International Relations from the Fletcher School of Law and Diplomacy, Tufts University, and an LL.M. from Harvard Law School.
