Rebecca Hughes (@Rebecca_Perchik) is a Research Associate for the Women and Foreign Policy program at the Council on Foreign Relations. Her research interests include sexual and gender-based violence, human trafficking, and women’s economic participation. Previously, Hughes was a Program Coordinator with the Task Force on Human Trafficking in Israel. Her recent publications include “Codifying #MeToo into International Law” with Caroline Bettinger-López in the Hill; “Womenomics is Flipping the Script on Men in Japan” with Catherine Powell in Fortune; and “What Israel’s Campaign to End Prostitution Teaches Us About Women Leaders” in National Interest. Hughes received a B.A. with honors in Women’s and Gender Studies from Brandeis University and a M.S. in Foreign Service from Georgetown University with a concentration in global politics and security.
