Shirley Ann Higuchi

Shirley Ann Higuchi, J.D., is the chair of the Heart Mountain Wyoming Foundation, which is dedicated to preserving the memory of the World War II Japanese American confinement site where her parents met as children. She is the author of Setsuko’s Secret: Heart Mountain and the Legacy of the Japanese American Incarceration, published in 2020 by the University of Wisconsin Press.

An attorney with the American Psychological Association in Washington, she is a former president of the DC Bar and a 1984 graduate of the Georgetown University Law Center.

Under her direction, the Heart Mountain Wyoming Foundation has become a leader in efforts to preserve the history of the Japanese American incarceration and to fight for a future free from ethnic, racial and religious discrimination.
