Justice Richard Goldstone was the Chair of the Panel of Experts, which undertook the first comprehensive Independent Expert Review of the International Criminal Court and the Rome Statute System. He is the founding Chief Prosecutor of the United Nations International Criminal Tribunals for the former Yugoslavia (UN-ICTY) and Rwanda (UN-ICTR), and a former Judge of the Constitutional Court of South Africa.
