Lieutenant Commander Pete Barker is a barrister and Officer of the United Kingdom Royal Navy, currently assigned to the Stockton Center for the Study of International Law at the US Naval War College. He is studying for an MPhil at the University of Exeter, examining the regime of transit passage within the Law of the Sea.
