Jessica Thibodeau served for a decade as an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State. During her time at the State Department, she advised on legal and policy issues relating to the use of military force, and served as the lead attorney advising on international humanitarian law issues related to Russia’s war against Ukraine and conflicts in the Middle East. Jessica received her B.S. from Georgetown University Walsh School of Foreign Service and her J.D. from the University of Michigan Law School. She is currently in private practice.
