
Lowell H. Schwartz
Dr. Lowell H. Schwartz (LinkedIn) is President of LH Schwartz Consulting, a strategic advisory firm focused on the intersection of international security and domestic policy with a specialization in international nuclear affairs.
Dr. Schwartz served as Deputy Assistant Secretary of State (DAS) for Nonproliferation Policy in the Bureau of International Security and Nonproliferation from January 2024 until January 2025. In this role, he oversaw the State Department offices that lead diplomatic efforts on policy aspects of nuclear and biological weapons nonproliferation. Before his appointment at the State Department, Dr. Schwartz for 11 years was a senior professional staffer on the Senate Foreign Relations Committee covering issues related to non-proliferation, deterrence, nuclear energy, arms control, nuclear safety, and international security.
Prior to his service in the executive and legislative branches of the U.S. government, Dr. Schwartz was a political scientist at the RAND Corporation. While at RAND, Dr. Schwartz co-authored 15 studies on a wide variety of national security topics. His research focused primarily in three areas: the evolution of strategic warfare from a bi-polar to a multipolar world; analysis on how the Department of Defense needed to respond to the evolving geo-political environment; and the role ideology and government’s attempts to shape public opinion play in international relations.
