Sean D. Murphy is the Manatt/Ahn Professor of International Law at George Washington University in Washington, D.C. He served as a member of the U.N. International Law Commission, which appointed him special rapporteur for crimes against humanity, and is a Member of L’Institut de Droit International. From 1987 to 1998, Professor Murphy was an attorney in the Office of the Legal Adviser at the U.S. Department of State, specializing in the law of war, oceans and environmental law, and international dispute resolution. He has served as an arbitrator, ad hoc judge, counsel, or expert in cases before international courts and tribunals, and is a former President of the American Society of International Law.
