Jenny McAvoy is an independent expert on the protection of civilians in armed conflict and was previously the Senior Advisor for Civilian Protection at the U.S. Department of Defense Civilian Protection Center of Excellence (CP CoE). Prior to the CP CoE, Jenny led a range of initiatives on the protection of civilians at USINDOPACOM and was part of the “Tiger Team” tasked by Secretary Austin to develop the CHMR Action Plan (2022) and DOD-Instruction (2023). From 2017-2021, in her role at Director of Protection at InterAction, Jenny led a series of DoD-NGO consultations to provide expert input into DoD CHMR policy development.
