Simin Kargar (LinkedInX) is a researcher on cybersecurity and geopolitical competition. Over the past decade, Kargar has worked with public and private stakeholders on issues related to international security, emerging technologies, human rights, and digital harms. She has written extensively on the attribution of influence operations (IOs) and the intersection of cybersecurity and human rights in repressive environments. Her work has appeared in academic journals such as Intelligence and National Security as well as New Media and Society.

Kargar is currently a PhD candidate at Johns Hopkins University School of Advanced International Studies. Her doctoral research centers on the public-private partnership addressing cyber threats in the United States. She studies the evolution of indictments related to these threats and the contributions of commercial cyber threat intelligence to U.S. cyber policy.

Kargar has previously advised the National Security Council, European Parliament, and other policy making bodies on global security and technology. She is also a senior non-resident fellow at the Atlantic Council’s Digital Forensic Research Lab (DFRLab). In 2024, Kargar was nominated as a CyberScoop50 Most Inspiring Up & Comer for her contributions to the field of cybersecurity.
