Janine Davidson, Ph.D.

Janine Davidson, Ph.D. is a national expert in U.S. defense, foreign policy, and public service. A former Air Force officer and cargo pilot, she flew the C17 and was the first woman to fly the tactical C-130.

Davidson served as the 32nd undersecretary of the U.S. Navy, responsible for policy, strategy, budgeting, and readiness for the Navy and Marine Corps. She previously served as deputy assistant secretary of defense for plans, responsible for global force posture and war plans.

Davidson has served on the Reserve Forces Policy Board, the National Commission on the structure of the Air Force, the National Commission on Military, National and Public Service, the Secretary of State’s Foreign Affairs Policy Board, and was the Chair of the Defense Policy Board.

She has taught at Georgetown University, Davidson College, George Mason University, and the U.S. Air Force Academy. Her work continues to advance strong civil-military relations and the next generation of public service leaders.
